The U.S. House of Representatives may begin debate on national health care reform legislation as early as Thursday.
There are difficult issues that Congress will have to resolve in the amendment process, including Medicare reductions, Medicaid expansion, subsidies, taxes and long-term reforms, such as whether Accountable Care Organizations can help manage cost growth to promote affordability and sustainability. The bill will place conservative to moderate Democrats in a bind and will hurt members who support the legislation in next years elections. I find it hard to believe the House will consider the bill without having the votes to pass it in the House or the Senate.
